A Strategic Infrastructure Project for New Zealand’s Corrections System

The Christchurch Men’s Prison project involves the upgrade and expansion of the Templeton correctional facility, located in the western area of Christchurch, New Zealand. Promoted by the New Zealand Department of Corrections, the project represents a key component of the modernization programme for the country’s corrections system.
The development is aimed at increasing the operational capacity of the facility through the delivery of new buildings and supporting infrastructure, contributing to the evolution of New Zealand’s correctional model and enhancing the overall efficiency of the prison.
Project Scope
The project includes the design and construction of new facilities developed in accordance with the standards of the New Zealand Department of Corrections, with particular attention to requirements for security, operational functionality and management efficiency. The new facilities will incorporate design solutions aimed at improving the quality of environments for both staff and inmates, while supporting rehabilitation and social reintegration programmes promoted by the country’s corrections system.

Project Partnership
The initiative is being delivered through a public-private partnership (PPP) bringing together Plenary, Webuild and New Zealand-based Leighs Construction. The design and construction activities are being carried out by Webuild and Leighs Construction, working together to deliver the new facilities in compliance with the technical, operational and functional requirements defined by the client.
